North Las Vegas Chamber of Commerce Legislative Priorities

Budget and Spending Reform
Adopt sensible policies and controls on state spending by bringing them in-line with revenues.

  • Create a Sunset Commission to review every state entity, abatement, earmark and exemption
  • Implement program-based budgeting with clear criteria
  • Adopt priority funding in which critical services are funded before other programs
  • Adopt a sustainable government employee retirement benefits policy
  • Require state agencies to determine whether new programs or services are already provided by business and non-profit agencies and could be provided at a lower cost
  • Give local government the ability to re-open employment contracts in times of fiscal emergencies

Stable and Business Friendly Tax Base
Our economic vitality is directly impacted by tax policy that fosters a pro-growth business climate that creates jobs.

  • The Chamber opposes the imposition of an income tax, weight-distance tax, estate tax and inventory tax
  • Require agencies and departments supported by fees to review those fees every two years to determine whether programs  are self supporting and fees are justified

Education
Give our universities, colleges and school districts more flexibility in how they manage and spend their funds.

  • Allow a greater share of higher education tuition to remain at campus of origin
  • More flexibility in personnel policies and merit pay
  • Use virtual classrooms to provide education to those studying for a GED, students who are home-bound and students who wish to take extra classes
  • Expand the use of technology in school districts to help English language learners
  • Teacher accountability

Economic Development
Foster a positive environment for company expansion, relocation and job creation.

  • Reform same-day overtime policies by moving to a weekly standard as opposed to a 24 hour standard
  • Oppose worker comp changes that will make Nevada business less competitive
  • Give state and local purchasing preference to Nevada-based companies
  • Evaluate goods and services purchased by Nevada businesses from outside the state and work with Nevada companies to help attract those suppliers to Nevada
